Japanese people are basically shay, and many are not good at approaching or speaking to others, especially to foreigners. This is often attributed to the facts that the people of Japanese are almost entirely composed of a single race who speak the same language, and have had very little opportunity to speak with people who were brought up in different environments.
It’s not that the Japanese do not wish to communicate with foreigners. In fact, they do want to, but merely hesitant to making the move first as they concern whether they make themselves understood or the people around will hear his/her poor English to become ashamed. Japanese people care about the others‘attention
If you wish to have Japanese friends, approach him/her from you first. You will be surprised they are friendly.
